The green line: civil society demands for TB vaccine preparedness and access

Efforts are advancing to prepare for equitable access to new TB vaccines should the candidates in development be found effective. This includes a growing body of work from the WHO TB Vaccine Accelerator Council and its working group on Financing and Access. Meanwhile, the candidates in late-stage development will require additional resources to bring them to licensure and prepare them for scaled-up rollout. Meaningful civil society and community engagement will be critical to this effort, including to generate demand and hold decision makers accountable.
This TB Vaccine Advocacy Roadmap (TB Vax ARM) webinar took place on Wednesday 11 March to begin a conversation exploring the factors that will shape access to new TB vaccines. Together, we’re working to define common civil society priorities — “green lines” — for access conditions in TB vaccine agreements to inform work by groups such as the TB Vaccine Accelerator Council’s Finance and Access Working Group.

The objectives of this webinar were to:

  • Begin to develop a shared understanding of factors that will shape access for new TB vaccines
  • Begin to come together around common civil society priorities regarding access conditions for TB vaccine agreements to inform work by actors including the TB Vaccine Accelerator Council Finance and Access Working Group and the proposed catalytic instrument
  • Feel ready to contribute to the planned survey on CSO access priorities — “green lines” — for new TB vaccines

The survey on civil society priorities for TB vaccine preparedness and access has been developed by the TB Vax ARM in response to a proposed
global catalytic instrument(s) from the WHO TB Vaccine Accelerator Council which seeks to assure funded demand from countries and donors to incentivize manufacturers to expand production capacity and negotiate more affordable prices. The scope and objectives of the global catalytic instrument(s) will be decided over the coming year.
It's essential that civil society and TB-affected communities have a voice in designing a global catalytic instrument. This survey seeks to obtain the views of civil society on important elements and principles that should guide development of the instrument.
